Parthasarathi Shome

Dr. Parthasarathi Shome is Founder Chairman, International Tax Research and Analysis Foundation
(ITRAF), Bengaluru, India (2015-present).

He is Member, Council of Prominent Persons, Tax Notes
International, Washington CD (2023-present) and Distinguished Professor, St, Joseph’s University,
Bengaluru. He was Visiting Senior Fellow, London School of Economics (2017-23). He received Brazil’s
highest civilian honour, Commander of the Order of the Southern Cross, for his contributions to
Brazilian fiscal reform. He was Adviser (Minister of State/Secretary) to the Indian Finance Minister
(2004-15), and chaired the Tax Administration Reform Commission (TARC). Earlier, he was Chief
Economist, UK Revenue and Customs (2008-11).

He served in the International Monetary Fund
(1983-2004), and became Chief of Tax Policy, IMF (2002-05). He was a Professor, American University,
Washington DC (1975-83). He chaired India’s Ninth and Tenth Five Year Plan Task Forces on tax policy
and administration. He was Director of two national research institutions in New Delhi, National
Institute of Public Finance and Policy (NIPFP) and International Council for Research on International
Economic Relations (ICRIER).

Dr. Shome has published research papers in peer reviewed journals
including IMF Staff Papers, National Tax Journal (US), Bulletin for International Taxation (Netherlands),
Oxford Economic Papers (UK), Oxford Review of Economic Policy (UK), Public Finance (Europe), Public
Finance Quarterly (US), and several other international and national journals. He has published books
from several publishers including Cambridge University Press, Oxford University Press, Routledge,
Springer, Wolters Kluwer and others.

His book, Taxation History, Theory, Law and Administration, is
from Springer, Cham: Switzerland, 2021. He received the Jeanne S. Mattersdorf Award of the National
Tax Association of America as “an outstanding student in the field of taxation and public finance” for
his Ph.D. thesis on the incidence of the corporation income tax. He participates regularly in
international debate and discussions on international taxation and is invited to speak across the globe.
